Available Information for BFD Purchase of Dealership Property

§7-17-17. Contributions by county commissions, municipalities and others; funds and accounts; reports; audit and examination of books, records and accounts and penalties.

Contributions may be made to the county fire board from time to time by the county commission of the county or any municipal corporation therein, and by any persons, firms or corporations which desire to do so.


All such funds and all other funds received by the county fire board shall be deposited in such bank or banks as the county fire board may direct and shall be withdrawn therefrom in such manner as the county fire board may direct. 

The county fire board shall keep strict account of all its receipts and expenditures and shall each quarter make a quarterly report to the county commission and municipalities containing an itemized statement of its receipts and disbursements during the preceding quarter. 

Within sixty days after the end of each fiscal year, the county fire board shall make an annual report containing an itemized statement of its receipts and disbursements for the preceding fiscal year. 

The annual report shall be published as a Class I legal advertisement in compliance with the provisions of article three, chapter fifty-nine of this code and the publication area for such publication shall be the county in which the county fire board is located.

The books, records and accounts of the board are subject to audit and examination by the office of the state tax commissioner of West Virginia and by any other proper public official or body in the manner provided by law. For failure to comply with the provisions of this section the county fire board shall be fined not less than ten nor more than twenty-five dollars.

    1. gee why not no wonder our fire chief gets first pick for all towing after an accident beyond the pale how does he get to use his position as chief to profit his towing company ......any place else that is criminal why not here???corrupt comes to mind

  2. What it does have is a Board of Directors w/ Directors or commissioners, trustees, or what they choose to name them, and Principle Officers, and then lower Officers. Since it is a legal corporate entity filed and authorized to exist by the State of WV. It had to do so by filing some sort of Articles of Incorporation of which it must at all times be complaint with. It must comply w/ all the WV Codes and acts and regulations, and of such entity or it is not then a valid legal entity under the law and can be unauthorized and have its certification removed. If it takes Federal, State, County or Public funds then it's records are fully public for review by the public tax payers. As well as the full required many over seeing government oversight and auditing that must be complied with on regular schedule

    IN WV the entire full Federal Fire codes and regulations were entered into WV code, and fully adopted in full part and whole of WV code and regulations. This shows up as text in the codes in many sections. They must also fully comply with all of those.

    What you will find is the Pocahontas County Council violates these codes and requirements in not just this but in many State and Federal laws, codes and acts. Pretty pathetic isn't it. It is not hard to do right, but takes so much effort and energy to cover up things not done right or to cover up the acts of the corrupt.

    This County makes BUCK from many Federal and Sate program. Yet there is NO accountability to how it is being spent at all. You will see no results. These funds cover vast ranges from Crime, gang, violence, drug prevention; domestic or child abuses prevention and assistance to victims of it, many addict programs (look deep into all these funds and be shocked at where they are really going); victims of crime compensation and advocacy programs (which this county does NOT do but takes the money. But law says they MUST have). There are all sorts of Federal task force monies, and things related to the jails. There are funds for domestic and international terrorist programs. There has been money coming in since they figured out how to do it based on the Nazis and Klan being in this area. From the files and records we know they have done nothing about their crimes [as well people on the public payroll openly a part of, or supporting, and proven protecting them]. There are funds and programs for the poor and homeless. There are Federal funds to support counties and local jurisdictions with food banks, assistance and shelter.
