I'm a bit unsure about this subject. First I feel it's the parents job not the states. But when we look at some of our fine citizens in our court system , school system and local law I have to say who can you trust . I doubt any of the above listed could advise a young mind on sex , I wouldn't trust them with a dead chicken.
