The Strange Case of the Pocahontas Hermit

Tom Stratton is a hermit.  He lives on the border between Pocahontas County, WV and Virginia miles away in the middle of the National Forest.  4 months a year he has no road service.  He has no electricity.  But the Pocahontas County Solid Waste Authority has sued him for his solid waste fee.  They never served him so that he could defend himself and they entered a judgement against him anyway.  He is one of several hundred other residents of Pocahontas County who has been taken to court for a law that simply doesn't apply to him. Here is his story:
